她还指出，“世界保护动物组织已经要求中国政府干预并停止类似于发生在山东省济宁市的错误的屠杀家犬行为再次发生，并遵照世界卫生组织的建议实施狂犬病防治计划。中国的其他城市已经进行了改进，如北京，已经逐步放弃了‘捕杀’计划，取而代之的是减少注册费（狗证费）来促进养犬者对于宠物和狂犬病的责任意识。”

Thank you for your email regarding the Chinese dog culls in the lead up top the Olympics. WSPA are aware of this situation. Please see the below press release which outlines WSPA’s position:
Dr. Elly Hiby, Companion Animals Director for the World Society for the Protection of Animals (WSPA), said:
‘‘The indiscriminate culling of dogs is an ineffective method of rabies control and the World Heath Organisation (WHO) clearly states that best practice control should be based on the mass vaccination of dogs. As such, this knee-jerk reaction would not only do nothing to address the spread of the disease but would potentially impede future government-run vaccination programmes by damaging public trust in the authorities – would you register your dog as vaccinated with the same authority that is known to carry out indiscriminate and inhumane culling?‘‘
She added:
‘‘WSPA is calling on the Chinese Government to intervene and stop this second misguided cull in Jining City, Shandon Province, and instead follow WHO guidelines. Other cities in China have shown themselves to be progressive by abandoning ‘catch-and-kill’ methods and reducing registration fees to promote responsible pet ownership and vaccination, for example Beijing.‘‘
WSPA currently supports several projects, including ones in Sierra Leone, Zanzibar, India and Sri Lanka, that combine mass vaccination with dog population control as a humane and effective way of controlling rabies and stray dog numbers. WSPA is a UN-recognised charity, which operates through its 690 plus Member Societies in 140 countries worldwide.
