if you really want to practice your English in oral or communicating abilities, I suggest you make friends with foreigners whose native language is English. Because you can only speak Chinese-English if your partner is not excellent at pronunciation and oral expression. In most times, when you talk with chinese people, you will speak Chinese in most time that will do no good to your English.
