Financial manager is a more general term when compared to "treasurer" and "controller".
A company might have a treasurer who is in charge of cash management, relationships with investors and financial institutions, in other words, it is about how money can be raised for the company.
A controller is in charge of the internal accounting, preparation of financial statements and tax obligations. In other words, it is about how money is expensed and spent.
In a small private company, there might be only one financial manager acting as treasurer and controller at the same time.
However, in a large corporation, especially public corprations, they will be a Chief Financial Officer who oversees the treasurer and controllers with additional responsibility for financial policy and corporate planning. The CFO is part of the top managemnet of such a company.
