China's Ministry of Railways has begun awarding the first of $12bn worth of contracts to upgrade its rail system.

A consortium led by Japan's Kawasaki Heavy Industries confirmed on Monday it had won a tender to double the speed of trains in part of coastal Shandong province a deal that will mean the first major train-related technology transfer from Japan to China.

A formal contract has yet to be signed and details including the bidding price and the timing of the work have yet to be decided, though Chinese officials are keen to have the project completed by the end of 2005, said an official from Kawasaki Heavy.

The Japanese consortium, which also includes Mitsubishi, Hitachi, Mitsubishi Electric, Itochu and Marubeni, placed its bid for the project through Nanche Sifang, a local locomotive and rolling stock company.

Other companies to be awarded contracts include Alstom of France, which has teamed with Changchun Railway Vehicles, according to state media, and Canada's Bombardier and its joint venture partner in China.

The only government pronouncement on all three tenders so far has been a small story on the official Xinhua wire service, leaving other bidders, such as Germany's Siemens, unclear as to whether they have missed out altogether. That would represent a setback for Siemens, which has already built a 32km “maglev” train linking Shanghai and the city's airport.

But the company remains hopeful that it may win other projects. “We believe that some contracts have been awarded but we are still in negotiations,” said a China-based Siemens executive on Monday night. “We cannot comment on what will be our share.”

The project is designed to double the speed of conventional locomotives on China's main railways to more than 250 kilometres per hour.

The Japanese consortium presented the Chinese government with a modified version of the Hayate shinkansen bullet train, which can travel at speeds of up to 275km per hour.

The idea is initially to export the Hayate trains from Japan to China, eventually transferring the technology to Nanche Sifang so the trains can be produced locally.
