I have some experience on this. To be frank, in start-up, since we don't have a stable customer, so it should be a part-time job. Last time, I get a small project from a friend, we got 5000USD. In fact, the developing period is not the most important part, after you deliver the code to customer, you have to support it and fix bugs. This is a timing issue for people in China.
In fact, except some senior europe developer, the State market is seeking out-sourcing resource at 1000USD/month. If there is no company, then the contract, the account, the receiption will be big issue.
I will not attend the developing work, but if you need help, I can provide some user case, process and some sample on paper-work.
